There are many parties throughout the galaxy that compete for galactic resources. From large galactic-wide corporations to planetary governments to even local raider groups; these entities all battle for resources. Resources might be the raw minerals used in manufacturing, the energy sources to power the factories, or even humanoids to work in the factories.
